A century ago, H.L. Mencken named the American electorate the booboisie and was, in 1926, accused of contempt. The intervening hundred years have vindicated him on the merits. The contempt was a forecast.

The boot now stamps on a human face that has, with one notable exception in November 2024, voted for the boot. The boot is named "Liberation." The face is told this is the largest liberation since 1776. The face nods, because the alternative boot had also stamped on it, just with better messaging.

On January 20, 2025, 26 executive orders were signed in one day. By May 20, 2026: 254 executive orders, 59 memoranda, 136 proclamations. The cockroach has been very busy not noticing.

Democracy is the theory that the common people know what they want, and deserve to get it good and hard.

The American Chapter sits under the posthumous patronage of H.L. Mencken, on the Bureau's reading that no American satirist before or since has named the operating condition of American democracy with comparable economy. The phrase booboisie was coined in 1922 in The Smart Set and given its book-length form in Notes on Democracy (Alfred A. Knopf, 1926). The intervening century has not retired the term. It has, on the contrary, organised a political coalition around it.

He gave the form three gifts the American Chapter cannot operate without: a method (cover the trial as it unfolds; do not wait for the verdict to file the diagnosis), a vocabulary (the booboisie, the Bible Belt, the Sahara of the Bozart, the third-rate politicians), and a posture — that the satirist's job is not to be agreeable but to be precise. The Bureau notes that the Scopes coverage, filed daily from Dayton, Tennessee in July 1925, is still the form's high-water mark for political reporting that admitted it was also writing.

He outlived the targets. He named the Bible Belt while the Bible Belt was still being built. He covered five presidential conventions and described two presidents as "third-rate country lawyers" in the same paragraph. He edited the American Mercury for nine years on his own and shipped twelve issues a year. He filed from his typewriter in Hollins Street, Baltimore, until a 1948 stroke ended the work. Eight years of silence followed. The silence was not retirement; it was the absence of the means to file.

With the diaries on the record, the American Chapter sits under the patronage of the published Mencken, with the Bureau's global patron Orwell consulted at the global level for the standing vocabulary, and the booboisie observed below in ten distinct venom strains, January 2025 to May 2026. The patron was right about the diagnosis. The patron was wrong about a great many other things. Both statements are filed under the same name. The Bureau accepts the contradiction.

The Bureau's global patron filed the manual in 1949. He filed it as fiction. The American executive branch has, in the eighteen months since 20 January 2025, adopted it as operational doctrine. On his first day, Trump signed executive orders removing DEI language from all federal websites, withdrew from the WHO and Paris Climate Accord, and directed agencies to scrub climate references from official documents. The CDC's climate and health page: deleted. USDA food security data: removed from public access. EPA staff were told not to communicate with the press. None of this changed the climate. It changed the record of the climate. Orwell noted that the past is whatever the party currently needs it to be. The American version has an IT department.

America · May 2025 – Ongoing

The White House launched an official government webpage called the "Hall of Shame" in November 2025, targeting individual journalists and outlets by name. FCC Chair Brendan Carr opened investigations into ABC, NBC, CBS, NPR, and PBS, not for factual errors, but for editorial decisions the administration disliked, using broadcast licence renewal as leverage. Congress stripped funding from NPR and PBS. In America, the Ministry of Truth doesn't rewrite history. It cancels the journalists who report it, defunds the broadcasters who air it, and names the rest on a government shame list. Orwell's version at least paid its staff.

The "One Big Beautiful Bill" was signed on July 4. Independence Day. It extended tax cuts whose benefits flow primarily to the wealthiest households, while cutting Medicaid by over $1 trillion (10 million people lose coverage) and SNAP food assistance by $186 billion (22.3 million families lose benefits). The CBO confirmed it adds $3.4 trillion to the national debt. The bill was named "Beautiful." The 22 million families losing food were not consulted on the aesthetic. Orwell's pigs rewrote the commandments at night. The American version did it in reconciliation, bypassing the 60-vote threshold, in broad daylight.

An NPR analysis found the administration used government powers against more than 100 individuals and institutions in the first 100 days alone: law firms targeted by executive order for hiring people who had worked on cases against Trump, universities threatened with funding cuts, prosecutors fired, Democratic Party fundraising infrastructure investigated. Trump's stated goal was to "cripple" it. Attorney General Letitia James and Senators Schiff and Swalwell were investigated for mortgage fraud after publicly criticising the administration. It is not a Two Minutes Hate. It is a permanent, staffed, government-funded, legally deployed Hate with an HR department.

America · April 2, 2025, "Liberation Day"

On April 2, 2025, Trump announced the highest tariff rates since 1909, a minimum 10% on all trading partners, 145% on China, calling it "Liberation Day" and describing America as "a kind people, very kind." The tariffs are paid by American importers and passed on to American consumers, an average of $1,500 per household per year. US GDP contracted 0.3% in Q1 2025, the first contraction since COVID. A tax increase on American consumers, framed as liberation from foreign oppression, announced with expressions of American kindness. Three contradictory ideas. One press conference. Orwell called this doublethink. The White House called it a win.

DOGE, headed by a private citizen with no legal authority, accessed the Treasury Department's central payment system: Social Security numbers, bank accounts, tax refunds, veterans' benefits for every American. A federal judge found "a real possibility exists that sensitive information has already been shared outside of the Treasury Department, in potential violation of federal law." CBP signed a $225,000 contract with Clearview AI, a facial recognition database of 30 billion photos scraped from social media, for "tactical targeting." A Congressional Research Service report (May 1, 2026): the federal government is deploying facial recognition "with no comprehensive legal framework governing its use." Orwell's Thought Police needed warrants. The American version uses a terms-of-service agreement you agreed to in 2011.

Ten Ways
The Wasp Operated.

The ECWP American Chapter documents ten distinct venom strains active in the United States, January 2025 to May 2026. All facts cited are from the public record. The satire is that calling them satire still requires a disclaimer.

  1. The Day One Sting

    Twenty-six executive orders. One day. A new record. Among them: blanket clemency for approximately 1,600 people convicted of storming the Capitol, including Enrique Tarrio, former Proud Boys chairman, sentenced to 22 years, who walked free before the sun set. Also: withdrawal from the WHO (a pandemic preparedness organisation) and the Paris Climate Accords (a climate preparedness agreement), declaration of a "national energy emergency," and the termination of DEI programmes government-wide.

    Orwell noted that the speed of a purge is itself a message. It says: we have been planning this, we are not improvising, and by the time you have read the first order, the second is already law. The cockroach had not finished reading the first order when the second arrived. The cockroach was still on the first paragraph when the seventeenth arrived. The cockroach eventually stopped reading. This was the intended outcome.

  2. The Beautiful Bill Sting

    It was called the "One Big Beautiful Bill." It was signed on July 4. Independence Day. The date was chosen. What the Beautiful Bill contained, per the Congressional Budget Office:

    · $3.4 trillion added to the national debt over 10 years (possibly $5 trillion if temporary provisions are extended)
    · $1 trillion cut from Medicaid; 10 million people lose health coverage
    · $186 billion cut from SNAP food assistance; 22.3 million families lose benefits, average family loses $146/month
    · National debt projected to rise from 100% to 124% of GDP by 2034
    · Annual interest payments to double from $900 billion to $1.8 trillion

    Tax cuts primarily benefited the wealthiest households. The bill was named "Beautiful." The 22 million families losing food stamps were not included in the branding meeting. Orwell wrote: political language is designed to make lies sound truthful. The American version names the lies after qualities they demonstrably do not possess. A $3.4 trillion debt expansion cut from the mouths of the hungry is not beautiful. It is, however, a bill.

  3. The DOGE Sting

    The Department of Government Efficiency was not a department. It had no statutory basis, no legal authority, no congressional authorisation, and was headed by a private citizen. Elon Musk, who simultaneously held billions of dollars in government contracts, creating a conflict of interest that would disqualify anyone without his specific combination of wealth and proximity to power.

    What DOGE promised: $2 trillion in savings. What DOGE promised after that was challenged: $1 trillion. What DOGE promised after that was challenged: $150 billion. What DOGE actually produced: the largest peacetime federal workforce reduction on record271,000 jobs cut, while federal spending rose. The government surpassed 2024 spending levels by December 9, 2025. With three weeks to go.

    DOGE accessed the Treasury's central payment database. Social Security numbers, bank accounts, tax refunds for every American, without legal authorisation. A judge called it likely illegal. The data had already been accessed. Musk himself departed DOGE on May 28, 2025, after feuding with Trump over the Beautiful Bill. Trump publicly called him "CRAZY" and threatened to cancel his contracts. Tesla shares fell 14–15% in a day. They reconciled at a memorial service in September. The Department of Efficiency was inefficient, probably illegal, run by a billionaire who was simultaneously its subject and its officer, and was dissolved before its stated deadline, which was itself named after a national holiday. The efficiency: immeasurable. The damage: documented.

  4. The Liberation Day Sting

    On April 2, 2025, Trump announced a minimum 10% tariff on all trading partners and called it "Liberation Day." China tariffs escalated to 145%. The average effective US tariff rate hit 25.2%, the highest since 1909. US imports from China fell by roughly half by mid-2025. US soybean exports to China dropped 75%. US GDP contracted 0.3% in Q1 2025. The S&P 500 lost nearly 5% in a single session, the largest crash since COVID. Average household cost from tariffs: $1,500 per year.

    In announcing these tariffs, which are paid by American importers and passed directly to American consumers, Trump said: "We are a kind people, very kind."

    It was the largest tax increase on American consumers since 1909. It was named after liberation. Orwell had a word for this. He used it in 1949. It was "doublespeak." He did not trademark it. The White House did not need to. It came naturally.

  5. The Administrative Error Sting

    Kilmar Armando Abrego Garcia was a Maryland man. He had lived legally in the United States for 15 years. He had no criminal record. A 2019 court order specifically protected him from deportation. In March 2025, ICE took him, his child was in the car, and put him on a plane to CECOT, El Salvador's mega-prison, designed for gang members, holding thousands of people in conditions international observers describe as severely inhumane.

    A DOJ lawyer admitted it was an "administrative error." The Supreme Court unanimously ordered the administration to facilitate his return on April 10, 2025. The administration's response: it could not compel a foreign government to release him. It had, at the time of this statement, just concluded months of bombing Iran.

    The man who was wrongly deported to a foreign prison was eventually indicted on separate charges and brought back to face a US court, not because the Supreme Court order was obeyed, but because it was useful to have him back for different reasons. The "administrative error" that sent him to prison: not investigated. No one disciplined. The error was, in Orwell's terms, not an error. It was a policy that became inconvenient to defend.

  6. The Watchdog Sting

    Inspectors General are the watchdogs of government agencies, independent auditors whose entire function is to find and report misconduct, fraud, and abuse. On January 20, 2025, Trump fired 17 Inspectors General without the legally required 30-day congressional notice. A federal court found it "obvious" that this violated the Inspector General Act. The court declined to reinstate them. The reasoning, stripped of legal language: the law had been broken so thoroughly that fixing it was impractical.

    Simultaneously: the Merit Systems Protection Board, which handles federal employee appeals against wrongful dismissal, was rendered inoperable when Trump fired its chair, removing the quorum required to hear cases. By May 2025 it had received 11,166 appeals. Twice its normal annual workload. It could not hear any of them.

    The bodies that exist to hold power accountable were removed. The courts found this illegal. The bodies were not restored. The appeals accumulated. Orwell noted that the first act of any system that intends to do wrong is to remove the mechanism that would report it. The mechanism was removed on Day One. The wrongdoing followed at leisure.

  7. The Epstein Files Sting

    Trump campaigned on releasing the Epstein files as proof that a hidden elite controlled the government. Congress unanimously passed the Epstein Files Transparency Act in November 2025. Trump signed it. The DOJ violated its own deadline. Documents were released in batches, 3.5 million pages, most heavily redacted, hundreds entirely blacked out. The DOJ declared the release complete in January 2026 while acknowledging up to 6 million pages may qualify. DOJ's position: "we have met our legal obligations."

    Results per polling: Only 6% of Americans were satisfied with what was released. Nearly half of Republicans, three-quarters of independents, and nine in ten Democrats believed the government was withholding information. The release had been promised to expose the elite. The release protected the elite.

    The man who promised to expose the system released 3.5 million redacted pages and called it transparency. Orwell called this "the controlled opposition." Releasing the appearance of accountability while protecting the substance of power is not a failure of the exercise. It is the successful completion of it.

  8. The Operation Epic Fury Sting

    On February 27, 2026, the United States and Israel launched Operation Epic Fury, airstrikes on Iran targeting military and government sites. The Iranian Supreme Leader, Ali Khamenei, was killed.

    On May 19, 2026, yesterday. Trump announced he was calling off a planned follow-up strike at the request of Gulf allies. He said "serious negotiations" are underway.

    The operation was named "Epic Fury." The administration described it as "peace through strength." It was, by any definition that predates 2026, the assassination of a foreign head of state and the initiation of a war with a regional power, carried out without a declaration of war, without a new congressional authorisation, under legal authorities that were themselves contested.

    When you name an act of war "Epic Fury," you have decided that the naming is important. The name tells you what the architects think of the audience. Orwell noted that "peace" is a word used to describe anything you want to sound like its opposite. "Peace through strength" has been used to justify every military escalation in modern American history. The strength: undeniable. The peace: still pending, as of May 20, 2026.

  9. The No Kings Sting

    On March 28, 2026, an estimated 8 to 9 million people participated in protests across 3,300+ locations in the United States, described by historians and organisers as the largest single-day protest in American history. The issues: the Iran war, democratic backsliding, Epstein file suppression, ICE operations, and a general Orwellian unease that participants struggled to summarise but recognised when they saw it.

    The administration called it a "radical left mob." 9 million people is approximately 2.7% of the US population, larger than the entire populations of Los Angeles, Chicago, and Houston combined.

    Previous "No Kings" protests on June 14 and October 18, 2025 drew claimed attendances of 5 million and 7 million respectively. By March 2026, protesters told NBC News they were also dissatisfied with the Democratic Party. The cockroach had noticed the sting from both directions. This is, according to the ECWP field notes, the first stage of actual awareness. What comes next is not the party's job to decide. It is the cockroach's.

  10. The Free Speech Absolutist Sting

    Elon Musk purchased Twitter in 2022 and renamed it X, positioning himself publicly as a "free speech absolutist." Since then, on the platform he owns:

    · Accounts critical of Trump were suspended
    · Turkish government requests to suspend opposition accounts during the Istanbul mayor's arrest were complied with
    · Indian government censorship requests were honoured (Tesla is expanding there)
    · Accounts advocating a Twitter boycott were suspended, a position that requires believing free speech includes the right to speak, but not the right to stop speaking in a way that costs the platform money
    · Musk's own political posts appear in users' feeds at least twice per session regardless of whether they follow him
    · The EU opened investigations under the Digital Services Act
    · X failed to act on 99% of hate-filled content from paid subscribers (Center for Countering Digital Hate)

    The free speech absolutist ran the most followed account on his own platform, suppressed speech he disliked, complied with authoritarian censorship on every continent where he had business interests, and simultaneously served as an unelected officer of the government he claimed was the enemy of free speech. Orwell called this "doublethink." The American version calls it "disruption."

Field observation, 2025–2026: Zero legislation passed in opposition. No bill, no amendment, no procedural manoeuvre blocked the Beautiful Bill. No Democrat introduced a viable alternative to the Epstein Files Act, the one that produced 6% public satisfaction. The party's primary formal responses to 9 million people protesting in the streets were press releases and a "Stop the Steal" Act that did not pass.

By March 2026, protesters at the largest protest in American history told NBC they were also dissatisfied with the Democratic Party's leadership. Both parties have now been the subject of the same protest. One governed into it. One was supposed to prevent it.
ECWP Field Verdict · Duopoly Classification · May 2026

The two-party system is not a choice. It is a managed enclosure. One party governs aggressively and calls it liberation. The other party opposes cautiously and calls it resistance. The structural conditions, debt, surveillance, endless war, corporate capture, persist regardless of which party manages them. 9 million people noticed this on March 28, 2026. The system's response: wait for November, try again, here are two options, choose one, this is democracy, the burrow is prepared, the egg has been laid. Orwell wrote Animal Farm in 1945. He saw it coming from 80 years out. He was not prescient. He was just paying attention.

Actual meaning: April 2, 2025. The announcement of the highest tariff rates since 1909, a tax paid by American importers and passed to American consumers, costing average households $1,500 per year. US GDP contracted the following quarter. Named "Liberation." Announced with the words "we are a kind people, very kind." The consumers paying the tariffs were not informed that their liberation would cost $1,500 annually.

Official meaning: A comprehensive legislative achievement representing American renewal

Actual meaning: A reconciliation bill (July 4, 2025) that added $3.4 trillion to the national debt, cut $1 trillion from Medicaid (10 million people lose health coverage), cut $186 billion from food assistance (22.3 million families lose benefits), and extended tax cuts primarily benefiting wealthy households. The adjective "Beautiful" has no defined meaning in the Congressional Budget Office's scoring methodology. The CBO scored everything else.

Official meaning: A body tasked with reducing government waste and improving federal performance

Actual meaning: An organisation with no statutory basis, no legal authority, and no government employees in the traditional sense, headed by a private citizen with $150 billion in government contracts, that cut 271,000 federal jobs while federal spending rose, accessed the financial records of every American without legal authorisation, and was dissolved (ahead of its own deadline) after its director publicly feuded with the president and was called "CRAZY" on social media. The efficiency: not measurable. The DOGE: dissolved. The spending: higher.

Operation Epic Fury

Official meaning: A targeted military operation in support of regional security and peace

Actual meaning: Airstrikes on Iran on February 27, 2026, killing the Supreme Leader, conducted without a declaration of war, without a new congressional authorisation, and under contested legal authority. Described by the administration as "peace through strength." A follow-up strike was planned and then called off on May 19, 2026. As of May 20, 2026: "serious negotiations are underway." The operation was named after an emotion. The peace is pending.

Actual meaning: What the DOJ called deporting Kilmar Abrego Garcia, a legal US resident with a court protection order, no criminal record, a child in his car, to CECOT, El Salvador's maximum-security mega-prison. The "error" was acknowledged. No one was disciplined. The man remained in prison for months after the Supreme Court unanimously ordered his return. The administration explained it could not compel a foreign government to release him. It had just killed a foreign head of state.

Official meaning: Executive Order 14290, protecting taxpayers from funding slanted journalism

Actual meaning: Defunding NPR, PBS, and 1,500+ local stations. The "bias": editorial independence from the current administration. The process: FCC Chair Brendan Carr opened parallel investigations into ABC, NBC, CBS, NPR, and PBS, using broadcast licence renewal as leverage, not for factual errors but for insufficient alignment with administration narratives. The administration simultaneously launched an official government webpage called the "Hall of Shame" targeting individual journalists. The taxpayers being protected were given no say in the matter.

Official meaning: Precision law enforcement capability using advanced identification technology

Actual meaning: What CBP called its Clearview AI facial recognition contract (February 11, 2026). Clearview AI has a database of 30 billion photos scraped from social media without consent. A Congressional Research Service report from May 1, 2026 found the federal government is deploying facial recognition technology "at scale, across multiple agencies, for consequential purposes, with no comprehensive legal framework governing its use." The photos were posted voluntarily. The targeting: not optional.

JDK Discharge Code

Official meaning: An administrative classification for military discharge paperwork

Actual meaning: The discharge code, normally reserved for those deemed national security threats, applied to transgender service members under Executive Order 14183 (January 27, 2025). The code blocks future government employment and security clearances. The executive order described transgender identity as "radical gender ideology" and stated that "a man's assertion that he is a woman" is "not consistent with the humility and selflessness required of a service member." The service members discharged with this code had previously served with humility and selflessness. The code did not distinguish between them and foreign agents.

Bank Account.

The Bureau's global patron imagined the telescreen as a device imposed by the state. The American version arrived as a convenience, became a necessity, and was then accessed, without legal authorisation, by an unelected private citizen running a government body that did not legally exist.

DOGE accessed the Treasury Department's central payment system: Social Security numbers, bank accounts, tax refunds, and veterans' benefits for every American. A federal judge found "a real possibility exists that sensitive information has already been shared outside of the Treasury Department, in potential violation of federal law." At least a dozen lawsuits were filed. The data had already been accessed before the restraining order.

Meanwhile: CBP signed a $225,000 contract with Clearview AI for facial recognition in February 2026. ICE had a $10 million deal in 2025. A Congressional Research Service report dated May 1, 2026 confirmed the federal government is deploying facial recognition "at scale, across multiple agencies, for consequential purposes, with no comprehensive legal framework governing its use."

The telescreen in 1984 was built by the state. In America, you paid for it, carry it everywhere, and update it voluntarily. The state receives a copy under legal authorities that are, in most cases, classified. Orwell's citizens at least knew they were being watched. The indicator light was always on.

In 2013, Snowden disclosed that the NSA was collecting the phone records, emails, and internet activity of all Americans with no individual suspicion required. The government's stated defence: it kept Americans safe. No specific threat it prevented has been publicly documented in 13 years. Charged under the 1917 Espionage Act, a law designed for foreign spies, applied to an American citizen telling Americans what their government was doing to them. The surveillance programmes he revealed were reauthorised in 2023 and expanded in 2024. In 2025 and 2026, DOGE accessed financial data of every American, with even less legal authority than PRISM. Snowden's disclosure was treated as a crime. DOGE's access was treated as governance.

In 1971, Ellsberg leaked 7,000 pages showing four US administrations had knowingly lied to the public and Congress about the Vietnam War's scope, costs, and prospects. 58,000 Americans and approximately 3.5 million Vietnamese died while the government was telling the public it was being won. Ellsberg spent his final decades warning about nuclear weapons and institutional deception. He died in 2023, having watched every institution he documented fail in exactly the ways he predicted. The Beautiful Bill, the Liberation Day tariffs, the Epic Fury strike: he would have recognised the form. He spent 52 years documenting it. He was largely ignored while living. He is being proved right while dead.

Manning leaked the "Collateral Murder" video in 2010. US helicopter crew killing civilians and journalists in Baghdad while joking about it. The crew: not prosecuted. Manning: 35 years. Commuted 2017. Then jailed again for 3 years for refusing to testify before a WikiLeaks grand jury. The gap between the official account of the Iraq War and Manning's documents: the size of an entire war. In 2025–2026, the same gap exists between official accounts of Operation Epic Fury and what independent journalists can verify. The system that prosecuted Manning for showing the gap is the same system currently targeting journalists who try to measure it.

Garcia did not intend to document anything. He was living legally in the United States, working, raising a child, covered by a specific court protection against deportation. In March 2025, ICE took him from his car, his child was present, and flew him to CECOT. The DOJ called it an "administrative error." The Supreme Court ordered his return. The administration defied the Supreme Court for months. Garcia's case documents, with more precision than any think-tank report, what "due process" means when the enforcement apparatus decides not to observe it: it means nothing. It is a paper protection backed by courts that can be defied and watchdogs that have been fired. He is listed here not as a symbol but as a fact. His name is Kilmar Abrego Garcia.

In 2025, Trump pardoned January 6 rioters on Day One, a blanket clemency for 1,600 people. No pardon was issued for Kiriakou. The system distinguishes between crimes that embarrass the powerful and crimes that serve them. Kiriakou committed the former. The rioters served the latter. The distinction is not subtle. It is the entire legal system.
